As sticky and gooey as that stuff was there was NO way you were going to get it washed out. So here's the plan. I borrowed a fire pit from my neighbor, filled it with kindling and burned it out.
1) I will get couple pounds of crushed rock, put it in the tank and strap it to the wheel of a tractor and sand the inside. 2) resolder the fill neck which came off in the heat. 3) pressure test it to 5 or 10 Psi. 5) Sandblast then prime and paint the exterior.
The alternative is a new tank for about $180 as that stuff wasn't gonna wash out. I'll let you know how it goes.
