Pretty common in that type set up, the spacer (#7) is most likely rusted to the bolt. Spread the yoke a bit and use a reciprocating saw to cut the bolt on both sides, next to the inside of the yoke to drop the wheel out. Plan on replacing at least the bolt, washers, nut, spacer, and bearings.
A search for the washer by part number shows it as cast wear washer. From one picture on the web, it would appear to fit the bolt, not the spacer.
