Most likely cause is a plugged suction screen under the tractor. Did you clean it when you changed the oil and filter?
What kind of oil did you use when you changed it(if it came in a yellow bucket, the paraffin that is suspended in the oil is probably is plastered to the screen)?
Does it get better briefly if you shut down for 10 minutes and come back to it?
