As I understand it, it requires TWO sensors to trigger an air bag deployment - an impact sensor and a safing sensor. Also note that the air bag system has its own backup power supply becasue of the liklihood of losing battery power. That is in the form of a large capacitor.
Your problem could be due to several things. First is that maybe a sensor was activated, but not suffiently to deploy the air bags - like absence of a second sensor activation. The problem could also be from a severed connection someplace in the system. Another problem is that many air bag modules cannot be reset after a deployment or near deployment. In any case, if the air bag warning light is on, the system will not deploy in the event of a collision. Like ABS systems, a malfunction in the system - indicated by a warning light - will disable the system to prevent unexpected operations of aither system.
In this case, the financial responsibility is part of the collision repair, and should be covered by the insurance and the repair shop.
