We had a 1950 AR and that little hole was where the starter control rod went thru same as all the late styled A & B tractors were. The starter button was on top of that rod. The place to check timing is a cover on side of flywheel cover that just pops out, if remeber correctly about 10 inches in diameter. Sounds like your tractor was rewired with a non orignal type of starte switch. Should be gust press that button on top of the rod with your hand to start. That flywheel cover is the same as the late styled A tractor. And center cover fits the late B tractor as well. Just use a screwdriver to pop that flywheel cover out.
