The Bosch rotary VA AR, BR, and CR versions are all hydraulic governed, not mechanical like most injection pumps are. The way you describe how it acts, hard starting and occasionally surging are signs the hydraulic head is shot. Bosch has little to no parts available any more, only gaskets and seals. New hydraulic heads have been nonexistent for years. I have two in for leaks repair now, both start and run fine otherwise. The latest IH Neuss engines now use the Bosch rotary VE mechanical governed pump that will replace the VA pump, but good luck finding one.
