I have two tractors that have rust around the valve stems, and neither have any fluid in them. But growing up, all of our tractors had CaCl2 in the rears, and we never had any problems with them. As with most things mechanical, sometimes you never have a problem and other times all you have is problems. If the tractor is good otherwise, I would not be overly concerned about the CaCl2 unless the rims are so far gone that they need immediate attention.
