I have no experience with Belarus tractors or hydraulic traction boosters. However, it appears that Allis Chalmers also had what was marketed as hydraulic traction boosters on it models CA and WD.

The principal of operation seems to be applying upward pressure to the lift arms so the weight of the implement is carried by the rear wheels of the tractor. I only saw one very brief mention of its use in an earlier post.
