A picture would go a long ways to solving your problem. IF you have the hoses on the wrong position on the valve it can do that. if you have a double acting valve some can do that. Though I have not had one that would. Look on your valve for the in port and put the line from the pump on there then look usually on the opposite side for the out port and put the return line there then the ports on the top should be your lines to the cylinders pulling the valve should raise and pushing the valve should lower it. Unless it is a double acting only valve you should be good to go.
