That is a 2 stage clutch that to enguage PTO the movemernt of tractor has to be stopped, not like the INDEPENDANT PTO that newer tractor have that you can start or stop without thinking about having tractor in gear. If you are running a mower and hit something just push the clutch all the way down to stop both the PTO and forward movement, Not like the independany PTO where you have to hit the clutch pedal while at same time grab for pto lever and get it out of gear while trying to control tractor. I wish my tractors had that style PTO and not the independant PTO when I was still farming.
