There's not supposed to be any gaskets between the 3 parts of the housing. Use a very thin coat of gasket shellac between the 3 parts.
The original seals were 1/2'' wide with 2 lips and they are no longer available. Replacement seals are 1/4'' wide and have only 1 lip. At both ends you should install 2 seals with the garter springs facing AWAY from each other. The outer seals keep air from getting into the pump and the inner seals keep oil from getting out of the pump. Did you install the seals this way?
If you have to replace the seals I have some part numbers for commercial seals that I can give you.
