The lug at about 9 O'clock (SETX's picture), looks like an IH lug to me if it's not solid. And from 12 to 2 O'clock, those look like skeleton lugs from an Oliver or Minnie Moe. Not saying they are. Just what it looks like.
Lugs wore out. Same as tires do. With all of the torch off that happened to accommodate rubber, some people didn't go back to the dealership to get thier replacement lugs. Made use of the lugs from cut offs even if they weren't from same maker. Not uncommon at all to see different breed of lugs on steel wheels. Deeres newer style replacement lug for this style of wheel, didn't hold up to well when it came to wear. The earlier lugs as shown in your picture, held up much better.
