Heat can cause rust. I suspect you have an idler pulley not turning freely. That would account for the flat side of the belt being roughed up. It's hard to tell about those pulleys because they can seem to be ok when you spin them but with belt tension on them they can then drag. Try mowing for a while then shut the mower and engine off and carefully feel each pulley to see how hot they are.
