You would have to check with the laws in your area. I think most places you would have to give the neighbor access. As far as the county goes they would just quit doing maintenance on the road and leave it like it is. I bought such a property and had to get the county to take it back. If your neighbor sells the property to someone that wants to develop it I imagine they would want the county to take it back also.
