Hydraulics too fast

I mounted a PTO pump to boost the speed of my backhoe. Works great for all the boom circuits but the swing circuit is way too fast. So I put a restrictor in at the cylinders with a 3/32 hole. The swing now only has pretty much one speed and little "feel" with the lever since it starts moving (at one speed) as soon as the valve is cracked. If you push the lever much further the check valve is howling to dump the extra flow. It would be nice to move the lever in a more normal fashion rather than being so careful to just crack it. Any ideas? Thanks.
