The engine probably siezed because of failed lubrication or cooling. Either spells trouble. If I was going to buy the engine, I'd insist that the owner get it running--then check for knocking, oil pressure/consumption, smoking, cracked block/ cylinder head, oil in radiator, water in crankcase, etc., etc. In short, you really don't want an engine that's siezed. Probable damage to cylinder walls/pistons and/or crankshaft/rods, main bearings.
