freeing sleeves

we are working on a 1926 mcormick deering 15-30 trying to get the sleeves out to replace the o ring on the botom. problem is we don't want to go forcing them out and break them or the block. Our plan is to fil the block with some kind of penetrant to get thru all the years of rust and free the sleeves. We are then going to pull them as you would any other sleeve. My question is what is the best penetrant in your opinion to use to break thru the rust and free the sleeves from the block. Any response will be helpful. Thanks in advance.
