follow the wires from the fender tube to the connectors (there should be 2, one is hot when the switch is in road position, both are hot when the switch is in work/field position). make sure you don't have both hots going to the same light (highly unlikely, but possible if your wiring does not have factory style ends). this could be why you are getting a test light on both sides of the bulb, but so could a faulty ground. if you removed the fenders to paint the tractor, you could have ground problems due to paint between the axle housing and the fender base, as the ground wires hook to the face plate above the light bulbs and are grounded through the fender to the axle housing. but a "smoking" wire smells like a dead short to me, unless you were using a very small wire for a jumper. a little more info wouldn't hurt.
