manifold stud hole

On almost all of the antique tractor's I've had the pleasure of looking at, I always have noticed that just below the exhaust pipe there is a hole with a stud in it. I was told by a Know it all (HA!) that iot was to connect a surge vaccum machine to. Problem is that when the machines that I have seen were all "pre-surge" milking operations.What is this actually for?
