8N STEERING PROBLEMS

My 1948 8N has a severe wobble or shimmy when traveling in road gear. The front wheels shake back and forth as soon as it gets up to speed. The shake is not as noticeable at slow speeds.
I have taken all the play out at the steering box with the eccentrics but the problem persists.
Any ideas?
