The seals are for the throttle and choke shafts to keep dirt from being drawn in around the shafts and getting in the engine. Your particular carb may or may not have used them. Sometimes there is a brass plug with a hole in it that the throttle or choke shaft passes through that must be removed, the seal intalled in the recess behind the plug, and then the plug is re-installed, or sometimes there is just a recess in the casting for the felt or rubber seal. No matter how the seals are installed, be sure they do not cause the throttle shaft to bind, or the governor will not be properly responsive.
