"If" the breaker bar isn't doing it, your ratchet never will no matter what the psi! I'd use a quality breaker bar/socket, and pipe! Use one that has a life time guarentee. Spray the bolts with "Blaster" a for a few days first, and give it a try. I buy the Blaster at NAPA. I but the tools from Sears, and take them back as needed.
Don't be afraid to spray for several days and you can all so try a big hammer on the end of the breaker bar to shock it loose!!
