You still see them in use as gasoline fuel filters. Most common location is right at the carburetor inlet. I do not know as an absolute statement of fact, but I strongly suspect they do not filter adequately with regard to particulate size for oil filter applications. Paper oil filters are cheap, and that probably is the primary reason for their market dominance.
