Brian, if all you are going to do is launch a 1100 lb boat on a normal ramp, I can't see why you need to load the tires. I would not just put water in them in Michigan. I lived up there for the first 45 years of my life and there are too many chances of freezing even if you try to store in a heated building (you can lose your heat). I am familiar withthe size of a Massey Harris 20, but if it is not the pony model, I just don't see why you would need the extra weight for the job you described.
