first off that is not hydraulics on a 400 second you got water it is how ever hydraulic oil, the pto has 2 seals one to hold tranny oil out of pto other to hold pto oil out of tranny you seal may need replaced oil in pto is hydraulic oil as well. hydraulic oil is under gas tank on 400.
