Another trick I've seen for Char-lyn power steering on the older tractors with inadequate (or no) hydraulics, is to remove the belt pulley and use the shaft to drive a small pump, with suitable pulleys and belt. You won't have power steering when the clutch is disengaged, but that's generally when you are stopped, and wouldn't have need for steering.
