You are referring to the Case 'crab steer'- it has it's advantage on hillsides, by turning all the drive wheels slightly uphill, you can maintain a straight path, compensating for sidedraft. On flat ground four-wheel steer provides a tighter turning radius for trailing field cultivators, etc. while allowing use of a semi-mounted plow with front-wheel steering of the tractor- much easier on the plow without the rear wheels pushing it to and fro. Just don't ever hit the rear wheel lever while in road gear! Sends you toward the ditch at an angle. Make corrections at slow speed, and run down the road in front wheel steer.
