Loose Sleeves

I ordered a over haul kit for a Farmall 130 (c-123 engine) My question is about the sleeves. They seem way to easy to push down into the block. I did it with my hand all the way down. No tapping at all! It does hold water cause I have tested it,but what scares me is the very slight movement at the top of the sleeve when I jiggle it. I hear some people say its ok and that the head will hold them in place when bolted down. Others say it should be a tight fit. The reason I am rebuilding this engine is because of water getting into the oil. The old sleeves came out with very little effort. I thought because of bad o-rings. What do all you think? Thanks for any help!
