Hypothetical Question of Fuel Consumption

If a gasoline powered vehicle is holding back a load while descending a mountain, how is the fuel consumption? I know the engine Vaccum is extremely high but with the throttle closed, how much fuel is being drawn? Also say the engine is not equipped with a governor and the throttle is opened, What will happen to fuel consumption? Always wondered and am assured some experts wil respond.
