Assuming you don't hear the fuel pump start when you turn on the ignition, remove the relay and pop the little plastic cover off and clean the contacts and check the coil in the relay with a meter. Had an 83 chevy van that someone had installed a switch under the dash that shorted the oil pressure sending unit that would energize the run relay to start the fuel pump. The start relay should energize with the ingintion key and hold for 3 seconds ,,,, i think.
