Basically, it's a question of soaking the cylinders with the penetrant of your choice, waiting for it to work, and applying enough torque to the crankshaft to break things free.

Depending on how "stuck" it is, you might get away with squirting some PB Blaster (the most mentioned penetrating oil) down the spark plug holes and waiting a few days or weeks, and be able to pop things loose with the starting crank.

On the other end of the scale, if water has been sitting in the cylinders and/or the pan, you're looking at a LOT more work, tearing the engine down and pounding the pistons out in pieces.

Most times, the actual procedure falls somewhere in between the two extremes.
