Rim Size?

I just bought an old tractor that someone had welded steel wheels to the original tire rim. I would imagine it was an Amish guy, a lot of them here in central Pa have old tractors that they use for belt and pto work and they put homemade steel wheels on them. They are not alowed to use tractors for field work (you try to figure them out, I surely can't!) Anyway, I cut off the homemade steel wheels and am left with an unknown size rim. If I measure from bottom of bead to bottom of bead it is about 24", if I measure the total outside diameter it is about 26". What size tire do I need? 24 or 26?
