JD 318 with battery light on when PTO is running

Hope someone can help, the lawn just started growing again with a vengance.

I have a JD 318 that came free (and dead) with the house we bought. We just had it totally rebuilt about 2500.00. It has an Onan engine. Still burns an abundance of oil but that's another story. Now, when I start the PTO the battery charging light comes on and the tractor will run until the battery is dead.

My question is:

1. Is there a common problem that causes this I can check for and...
2. Is it a major odeal to fix, like taking off the flywheel as has been suggested to get at the part I need to replace.
