The bolts that hold the starter to the block also hold the starter together. After you loosen them wiggle the starter enough to get at the threaded part of the bolts and put nuts on them (5/16). If the drive has failed in the out position you may have to tip the starter all the way to the block to get the drive past the ring gear and flywheel.
