A stainless steel rod probably doesn't have enough surface area to act as an effective electrode. I use a sheet of stainless steel. If the part is giving off lots of bubbles the process is working. You might need to also wire brush a clean spot on the part, and keep the connection to the part out of the solution if possible. That means you would need more than one pass thru the solution to get it all, but you won't wear down the clip that hooks the current to the part. You also need to do both sides toward the electrode, as the process is more or less "line of sight".
