Most thermostats had a weep hole to allow a small ammount of water to pass so the hottest water would be allowed to pass by and open it. In your case air would be bleeding past to let the water drain. I have never actually seen a water tight thermostat. Flushing should be done hot anyway though. Use a comercial brand of cleaner from the parts house and follow the directions. Don't leave it in the motor and radiator overnight. It can damage seals.
