Cleaning crud out of gas tank

Any tips or ideas on how to clean the varnish,rust and crud out of a tractor gas tank? Start by steam cleaning? Put in some kerosene and a handfull of nuts and bolts,shake it around to losen up the bad stuff? I figure on using a sealer on it after it's clean enough.
