External block heater

Thank you in advance for any light you can shed on the following topic:
I have a 510 John Deere made in Germany.It has an external block heater connected with hoses.It has not worked since I purchased the tractor.
My question,is this a good system compared to the internal block heater system?asd does the tractor need be turned over with the starter to circulate the heated coolant in the external lines through the engine block to heat it up?
I need to replace this one because the thermostat no longer works.Any sugestions for a better set up,if not my last question,is this type of heater still available?and can it be effective as an external coolant heater?Please share your experience with me. Winter is here and it is too hard on my starter to try to start it in the cold temperatures without a means of heating up the block to allow the engine to turn over more freely and allowing it to start in the cold temperatures.
