If there is any moisture on the radiator either when you start it or as you are moving. The coolant will drop it's temp farther then you think. The more moisture the farther it will drop. Same principal used in evaporative cooling towers with closed loop water source heat pumps. Will cool loop temp below abient temp if outside air is less than 90% rh.
