The compression relese lever is not meant for starting. However in some engines it is so worn that when it is raised it will come down when starting. Originally it is so tight that the engine will not start when it is raised. The original purpose is to make it easier to spin the motor by hand crank when only spinning is needed and not starting. But it can also be used in starting in cold weather to help the starter motor. There must be two persons, the other is starting (first the comp. lever is up) and the other will push the lever down in an appropriate moment to get the engine started.
