If the front rear and dash lights come on, check the numbers on the bulbs on the front and rear, if they don't draw enough amperage they won't trigger the flasher, sometimes people stick in the wrong number of bulb. Also, are the park lamps of equal brightness? Have seen where a park lamp filament will break and cross with the turn lamp filament, putting the circuit to ground, but not triggering the flasher, check all the bulbs, if the rear ones are working, and taillamps are working, the ground has to be good.
