As others have stated, it's a relationship of work done per min. It is easy to increase hp, simply by increasing rpm. As an example, I have a 3.5 cc motor in one of my remote contoll boats that will turn 3.4 hp. Of coarse, that motor is rated at 36,000 rpm (yes, thirty-six thousand). Just look at it like this. Turn a crank to get your work done. The faster you turn it, the more you get done, even though you've geared it down to do less work per rev.
