My guess is that WalMart takes bids for a contract of a certain size and awards it to a bidder. At the end of that contract, another supplier might get the contract- the supplier probably changes from time to time. Their relationship with suppliers is probably more like a courtship than a marriage. I suppose my concept of marriage might be old fashioned, but it has worked for me for 40 years.
