Modern utility and row-crop tractors are generally rated by PTO horsepower, modern four-wheel drives are measured by gross flywheel horsepower, as a lot of them aren't equipped with PTOs. The largest four-wheel drives and large track machines from the major manufacturers are currently in the 450-500 horsepower ballpark. The largest row-crop (Deere 8520 and 8520T) is rated at 255 PTO horsepower. I dynoed one yesterday that was running 295-300. We just calibrated the dyno a few weeks ago, so I'm sure that's a reasonably accurate measurement. Back in the old days, tractors were generally measured at the belt pulley and the drawbar. A tractor designated as a 15-30 could be expected to have 30 belt horsepower and 15 drawbar horsepower. As belt-operated equipment fell out of favor and PTO became standard on all machines, they started using PTO horsepower as the benchmark. You're right about your 36 horsepower M walking all over a 36 horsepower compact utility. That compact utility likely is rated at 2500 rpm to your M's 1300 or so, so it won't have near the low-end torque.
