1997 Dodge Caravan running cold

I know the weather is cold here in MO but the POS caravan is cold too. Sitting at idle it seems to warm up fine but if you travel say 10+ miles the engine in cold as can be. So cold you can stop and take the radiator cap off and it feels cold. One thing I noticed was that after stopping from driving any distance and the engine is showing cold and is cool to the touch is that the fans are running. Is there some sort of goofy sensor that is protecting the system or it as simple as a thermostat. No check engine lights are on but it sure is a cool ride in the winter on anything outside of town. I thought maybe someone else might have had a similar problem in the past that could point me the right way. Thanks, Chad D. Primm
