Just remember that the appraiser works for whoever signs his check. Here in Florida it is common to get three opinions of value. One for the tax man, in this case he wants the highest vlaue so he can get more taxes from you. Second,for the bank or lending institution, in this case the value may be lower because the bank does not want to lend more than the loan to value ratio. and thirdly if you hire your own Appraiser you may get a different value because you have hired the appraiser. So unless it is a cash deal, just remember who is the Appraiser working for. By the way just because you pay the lending institution for the appraisal, the Appraiser is still working for the bank.
