The top link can be adjusted to tilt the rake for the best angle for whatever you are doing. Sometimes you want it tilted so stuff almost pushes through under it, & sometimes you want it to drag everything along with.

The tractor 3-point should lift the rake up & down for you.

Most 3-points are always in 'float' mode, not sure of a Belarus. But they do not have down pressure, only lift up. Most 3-point implements expect this. You just drop the 3-point control all the way down, & let the attachment 'float' over the ground, with only it's own weight keeping it down.

If I'm way off base, could you decribe the rake better?
