Well, as long as the ball valve is in the pressure side or return side of the circuit then you are okay, the inlet is critical because of cavitation. The pressurized part of the circuit can go above 4ft/sec. oil velocity no problem. Lets run the #s. .3208 X 21 / .601 (.601 is the area of 7/8 line). the answer is 11.2 ft/sec. Well if you are asking if it is okay to have the 7/8" valve in the inlet I would still say it is probalby okay because it is a restriction but the point of entry into the pump is probalby still 4ft/sec or less, you could always get a bigger ball valve and try and see if it makes a differance.
