Mike, I happen to be working on a Delco switch box for a full regulated 6 volt system. The coiled resistor for the dim light position measures about 1.5 ohms - which takes 6V light bulbs that draw nearly 3 amps down to about half speed. Assuming you're working with a 6 volt system (and assuming I still remember the DC version of Ohm's law I=V/R) kicking in a 3 ohm resistor on a 20 amp output generator would leave about 2 amps of charge to the battery -- and the limiting function that resistor provides would have worked. In any event, it sounds like you're close enough to install it and see what happens -- just keep a close eye on the ammeter to see how the system is charging with and without the resistor in circuit.
