The 10,000# weight for DOT purposes is for total combination weigth or weight rating whichever is higher, and applies to anything "in commerce"ie used in any sort of commercial enterprise or business.Many companies haul only thereown products and are subject to all the rules.(Saying not for hire doesnt utomatically get you off the hook)If anyone crosses State lines and hits the mark for these rules there are other considerations like apportioned vehicle registration, fuel tax permits etc. Federal DOT rules are for interstate commerce, but most states apply them to everyone in the state whether they cross state lines or not.Something that hasnt been mentioned about the overload thing, check yor tires load rating, that could be why your trailer is rated less than the axle rating. Also make sure your tow vehicle has hitch enough to pull this combination. Hope this helps
